CLC & THE DIGNITY FUND COALITION ENDORSE YES ON PROP D

Community Living Campaign and the Dignity Fund Coalition have joined a growing coalition of San Francisco organizations, labor unions, advocates, and elected officials in endorsing Yes on Proposition D, the “Overpaid CEO Tax” measure appearing on the June 2 ballot. Earlier this week, Community Living Campaign’s Board of Directors unanimously voted to support the initiative, while the Dignity Fund Coalition also voted without opposition to endorse the measure. Supporters say Proposition D could help protect critical city services for seniors, adults with disabilities, caregivers, and working families at a time when San Francisco faces major budget deficits and potential cuts to community programs. The measure has also received support from organizations and unions, including Senior & Disability Action, SEIU 1021, the San Francisco Labor Council, the League of Women Voters of San Francisco, and San Francisco Firefighters Local 798, as well as elected leaders, including Supervisor Connie Chan and Speaker Emerita Nancy Pelosi.

The Coalition was established to protect and defend the Dignity Fund, created by San Francisco voters through Proposition I in 2016, which provides a dedicated funding stream for services benefiting seniors and adults with disabilities. The fund began with a $38 million baseline and included annual increases to expand services over time. Today, the Dignity Fund supports food and nutrition programs, home- and community-based care, housing support services, health and wellness programs, legal services, caregiver supports, outreach, and community centers throughout San Francisco. The fund is administered by the San Francisco Department of Disability and Aging Services (DAS), with nonprofit organizations across the city delivering many of the direct services residents rely on every day.

Supporters of Proposition D argue that Dignity Fund services are increasingly at risk because of San Francisco’s ongoing budget crisis. Proposition D would increase taxes on some of the city’s largest corporations when top executives make more than 100 times the pay of their median workers. The measure would expand the existing tax by calculating pay ratios across all companywide employees, not just San Francisco-based employees, and would also increase tax rates on affected corporations. Supporters estimate the measure could generate between $250 million and $300 million annually for the City’s General Fund beginning in future budget years.

Backers of Prop D point out that it focuses specifically on extremely large corporations with massive pay disparities, while exempting most small businesses. Supporters also note that San Francisco voters already approved an earlier version of the “Overpaid Executive Tax” in 2020, before portions of it were reduced as part of a broader business tax compromise approved in 2024. Proposition D would effectively restore and expand the earlier tax structure.

The measure has attracted support from a broad coalition of labor unions, elected officials, and advocacy organizations. Supporters include U.S. Senator Bernie Sanders, Supervisors Jackie Fielder, Shamann Walton, Danny Sauter, Bilal Mahmood, Myrna Melgar, Chyanne Chen, and Alan Wong, along with unions including SEIU 2015, Teamsters Joint Council 7, Unite Here Local 2, and the San Francisco Building and Construction Trades Council. Organizations supporting the measure include the Chinese Progressive Association, the Harvey Milk LGBTQ+ Democratic Club, and United Educators of San Francisco.

Supervisor Connie Chan, who chairs the Board of Supervisors Budget Committee, has publicly argued that Proposition D could help San Francisco avoid even deeper cuts to community programs and city services. Advocates for seniors and people with disabilities say that without additional progressive revenue sources, programs funded through the Dignity Fund and related city services could face significant pressure in future years.
